We view projects as largely “deliverable based” and we view programs as “capability based”. Programs are larger initiatives that often include multiple projects and operational initiatives. Successful programs often require an ongoing operational environment that is new and non-existent prior to the program’s completion. Therefore, typically in a large program, constructing the operational environment is a major task within the program itself.
